Heat oil and water phase separately to 75 C then add water to oil under good agitation. Cool with mixing to 45 C then add alcohol. Cool with mixing to room temperature.
Note: Hair Dew is a no-rinse conditioner that is lightly sprayed onto wet or dry hair for instant conditioning without leaving the hair weighed down.
