Heat water to 70 C. Disperse all ingredients except Carbomer 934 and TEA. Mix thoroughly. Slowly disperse Carbomer 94, then neutralize. Melt contents of Part A together. Slowly add Part A to Part B with agitation. Readjust pH. Cool to set point and fill.
